Communities should recognize the interdependent functions of public art and community infrastructure in order to improve the quality of life and balance funding for both. Infrastructure like schools and public transport and systems like safe and reliable roads and water need to be prioritized first if they fail because they impact public health and economic safety.

It is a misconception that there is no public value in the arts and that they are a public luxury. Sculptures, murals, and performances and the arts spaces that serve and encompass them help improve the safety and invite presence in public spaces, sustain and encourage local artists, and help to strengthen the community and welcome visitors. Infrastructure projects also can include the arts easily e.g. transit stops, bridges, and community murals and art spaces located next to park walkways.
